So Rivera's group has

moved into Puerto Rico

to try to grab the heroin trade.

Drugs come in to the states

through smuggling corridors

in Arizona, Texas,

and California.

They're shipped to New Mexico

then trucked to the

eastern seaboard.

At the FBI, we have a saying

that applies to Puerto Rico.

No customs, no problem.

See that's what it's about.

I mean they have a situation now where

it's kind of very distinct, you know.

'Cause US territory means that any

shipments departing the United States

are not

required to clear customs.
