Redirect using htaccess convert ip range to regex

The only way to redirect using .htaccess is by converting an ip range to regular expressions. There is no other script on the internet that does this.If you have a number of ip address ranges this can be a tedious, time consuming manual task.This script will read a .csv (start-ip,end-ip) file and convert each range to a RewriteCond %{REMOTE_ADDR}.
